Datuk Seri Saiful is a seasoned public sector leader with over 33 years of experience in various Ministries and agencies. He retired from public sector in October 2022, having most recently served as Director General of the Economic Planning Unit (EPU), Prime Minister Department (MD on 14 February 2020. Prior to this, he served as Secretary-General of the Ministry of Economic Affairs (MEA) and Deputy Director General (Policy) of the EPU, PMD. Datuk Seri Saiful was also involved in the preparation of the Twelfth Malaysia Plan (12MP), 2021-2025, a five-year socioeconomic development plan for Malaysia.

His extensive career includes serving as Deputy Secretary-General (Management) of the Ministry of Health and Senior Director of the Policy and Development Division at the Public-Private Partnership Unit (UKAS), PMD, where he was involved in policies development, public-private partnerships and the development of the five economic development regions/corridors.

During his tenure as Director General of the EPU, Datuk Seri Saiful served on several Councils and Boards such as Iskandar Regional Development Authority (IRDA), East Coast Economic Region Development Council (ECERDC), Sabah Economic Development and Investment Authority (SEDIA), Sarawak Regional Corridor Development Authority (RECODA), Unit Peneraju Agenda Bumiputera (TERAJU), Majlis Amanah Rakyat (MARA), Ekuiti Nasional Berhad (EKUINAS), MyHSR Corporation (MyHSR Corp), Malaysian Aviation Commission (MAVCOM), Putrajaya Corporation (PPJ), Johor Corporation (JCorp), and Perbadanan Kemajuan Ekonomi Negeri Perak (PKNPk). After his retirement, he served as Co-Chairman of the Malaysia-Thailand Joint Authority (MTJA) from June 2023 to June 2025. 

Currently, Datuk Seri Saiful serves as a panel member of the Competition Act Tribunal, an independent appellate body established under the Competition Commission Act 2010 to review decisions of the Malaysia Competition Commission.
